Moroccan Association for Japanese Language and Culture

Chapter 1: General Requirements

The Moroccan Association for Japanese Language and Culture (الجمعية المغربية للغة والثقافة اليابانية) was established in Rabat in accordance with the provisions of Dahir No. 1.58.376 regulating associations, issued on November 15, 1958, as amended and supplemented by Law No. 75.00 promulgated by Dahir No. 1.02.206 on July 5, 2002, and Law No. 36.04 promulgated by Dahir Charif No. 1.06.18 on February 14, 2006, and in accordance with the current statutory contract.

This association is non-profit and has its headquarters in Rabat, 30, Moulay Ahmed Loukili, Hassan. It can be modified with the approval of two-thirds of the members of the administrative board.

Chapter 2: Objectives and Means

Section 1: Objectives

Article 1: Organize cultural and scientific activities for the benefit of members.

Article 2: Promote cultural exchange between Morocco and Japan.

Article 3: Promote the association and develop its reputation at the national and international levels.

Article 4: Organize cultural events at the national level.

Article 5: Contribute to the development of Japanese language teachers’ skills in Morocco.

Article 6: Contribute to the organization of the Japanese Language Elocution Contest (“Speech Contest”).

Article 7: Seek sponsors for the “Speech Contest” and regional competitions.

Article 8: Contribute to the dissemination of Japanese culture and language.

Article 9: Encourage teamwork and volunteering, and establish connections and agreements with all organizations and institutions to achieve the association’s objectives.

Article 10: Work towards creating harmony and coordination among actors in the Japanese cultural and linguistic field in Morocco.
Section 2: Means of Action

Article 11: To achieve the association’s goals, it undertakes several activities:

– Training sessions
– Cultural exchange programs between Morocco and Japan
– Intellectual and scientific conferences and seminars
– Cultural and artistic competitions
– Awareness campaigns
– Studies and research
– Field visits
– Communications through social media platforms, forums, and websites
– Publication of periodicals and bulletins reflecting the activities and interests of the association

Article 12: The association carries out its activities at its headquarters and in all places that may fall under its ownership or disposition.

Article 13: The association can create clubs and committees that correspond to its objectives.

Article 14: The association can establish partnerships with governmental and non-governmental institutions, both inside and outside Morocco, to achieve its objectives.

Chapter 3: Structure and General Assembly

Section 1: Structure

The administrative structure of the association consists of the Administrative Board and the Assembly Council.

Article 15: Administrative Board

Paragraph 1: The Administrative Board is composed of 7 members: the president, vice president, secretary general, assistant secretary general, treasurer, assistant treasurer, and an advisor.

Paragraph 2: It oversees the administrative management of the association.

Paragraph 3: It is considered the primary authority in front of the authorities.

Paragraph 4: The financial responsibility of the association is assumed by the president and treasurer, and they represent it to the banks, with their joint signature being necessary.

Article 16: Assembly Council

Paragraph 5: It is composed of some involved members, commission leaders, members of the Administrative Board, as well as active participants.

Paragraph 6: It manages and approves activities.

Paragraph 7: A member of the Assembly Council is elected to replace a member of the Administrative Board in case of resignation or revocation by the latter.

Paragraph 8: It attends the general assembly.
Section 2: General Assembly

Article 17: The General Assembly is the highest authority of the association, and its decisions are effective and binding for all its members and concerned individuals.

Article 18: The General Assembly consists of the administrative board, the assembly council, and the members.

Article 19: The General Assembly is normally held at the end of each year for evaluation, and every three years to renew the members of the administrative board.

Article 20: An Extraordinary General Assembly can be held with the approval of two-thirds of the members of the administrative board, and if the quorum is not reached due to abstention or resignation of members, another Extraordinary General Assembly is convened within a period not exceeding one week, by an absolute majority of votes.

Article 21: The statutes of the association can be amended by a two-thirds majority of votes from the members of the general assembly.

Article 22: The association can only be dissolved by the General Assembly, and this can only be done with the approval of an absolute majority of both the General Assembly and the Assembly Council.

Article 23: Appointment: Only active members who have been members for more than one year can become members of the board.

Article 24: Voting: Only council members and members who have been part of the association for more than six months can vote in the General Assembly.

Chapter 4: Membership and Withdrawal

Section 1: Membership

Article 25: Any individual, Moroccan or resident, who subscribes to the principles of the association, approves its statutes and internal regulations, and accepts the responsibilities entrusted to them as a member of the association, has the right to submit a membership application to the board, and their application is only accepted once endorsed by the board.

Article 26: The association grants membership to certain foreigners who subscribe to its principles, approve its statutes and internal regulations, and comply with the responsibilities assigned to them as honorary members of the association.
Section 2: Resignation

Article 27: Every member has the right to withdraw from the association at any time, provided that they submit their resignation in writing to the board and it is accepted by the board.

Article 28: The cancellation of the resignation can only be done upon a written request and after being approved by the board.

Article 29: Anyone who violates the statutes and principles of the association will be punished according to what is stipulated in the internal regulations.

Chapter 5: Resources of the Association

The resources of the association consist of:

Article 30: Membership fees, the amount of which is determined by the administrative board.

Article 31: Grants and assistance, financial or in kind, offered by various national and international institutions and organizations, provided they do not compromise the independence of the association.

Article 32: Revenues from activities carried out by the association, knowing that the association is non-profit.

Article 33: The association’s revenues are intended to cover the expenses of its general affairs.

Chapter 6: Regional Committees

Article 34: The National Board is assisted in its tasks by regional committees, with one committee for each region.

Article 35: To create a regional committee, the association must have at least twenty members in the targeted territory. The creation of any regional committee is subject to the approval of the national board.

Article 36: Regional committees are required to:

Include national actions in their action plan.
Submit their action plan to the national board for approval before starting its implementation, before the end of November each year.

Article 37: The regional committee is led by a board composed of five members. Their functions are distributed as follows:

  • Secretary-General
  • Assistant Secretary-General
  • Treasurer
  • Assistant Treasurer
  • Advisor

Article 38: The secretary-general is elected by the regional general assembly for a term of 3 years.

Article 39: In case of unjustified absence three times in a row, or resignation or impediment of any committee member, the committee can appoint a replacement from among the committee members for the remaining term.

Article 40: The general assembly meets in regular or extraordinary sessions at the request of the secretary-general or two-thirds of the members of the regional committee or by decision of the national board.

Article 41: The regional committee meets at least once a month, either upon the convocation of the secretary-general or at the request of two-thirds of its members. The meeting notices, along with the agenda, are sent at least fifteen days before the meeting.

Article 42: A share of the revenues of each regional committee is annually transferred to the current account of the National Association. The amount of this share is determined by the National Assembly in the internal regulations.

Article 43: The regional committee retains 2,000 dirhams of its annual revenues and transfers 80% of the remaining amount to the national board.

Article 44: Shares its accounts with the National Board on a quarterly basis.

Chapter 7: Specific Clauses

Clause 1: The association is completely independent from any political, trade union, or professional organization.

Clause 2: Partisan and political discussions within the association are prohibited.

Clause 3: In the event of the dissolution of the association, its assets are transferred to an entity or institution that shares the same principles.

Clause 4: The association has the right to establish and amend internal regulations as necessary.
